Brett Horton
Chief Advocacy Officer
In June 2014, Republican Study Committee Chairman Steve Scalise of Louisiana was elected House Majority Whip by his colleagues, and the Congressman selected Brett Horton to serve as Director of Floor Operations in the Whip's office. In 2015, Brett was elevated to the role of Chief of Staff, replacing long-time Scalise Chief of Staff Lynnel Ruckert, a role he continued until
December 2025 when he departed the Majority Leader's office to assume the role of Chief Advocacy Officer for the American Hotel and Lodging Association.
During his time in leadership, Brett was instrumental in managing the day-to-day operations of the House of Representatives, overseeing a staff of 30 across several teams both official and political, while serving as the Majority Leader's principle counsel. Brett played an integral role in securing the passage of key legislation, including the Tax Cuts and Jobs Act of 2017 and its expansion and permanency in 2025, the Bipartisan Congressional Trade and Priorities and Accountability Act (TPA) and the United States-Mexico-Canada Trade Agreement (USMCA) made possible by the passage of TPA, and the 21st Century Cures Act.
Prior to serving in leadership, Brett served as Policy Director for the largest multi-issue caucus in the House of Representatives, as Counsel to Congressman Scalise and on the staff of Senator Mary Landrieu of Louisiana.
A native of West Monroe, Louisiana, Brett earned his Bachelor of Arts in Political Science from Louisiana State University, and a Juris Doctor in Civil Law from Loyola University, and resides in Washington, D.C.
